Abstract
As national attention on Dokdo has increased for various reasons, for example, due to the basis of Korean sovereignty for Dokdo, the establishment of facilities on Dokdo, aligning the management of Dokdo with Ulleungdo, and the value of marine resources around Dokdo, the demand for the systematic management of Dokdo is rising. Thus, the South Korean government enacted the Act on the Sustainable Use of Dokdo, established an integrated management system for Dokdo, and promoted policy including the establishment of interdepartmental Basic Plan for the Integrated Management of Dokdo based on this law. Various authorities are jointly deriving inter-departmental Basic Plans for the Integrated Management of Dokdo every five years. The third basic plan is underway from 2016 to 2020, with 13 government departments and 32 implementing organizations participating in the plan. The most important task in managing Dokdo under this Act is the cooperation and participation of related agencies in all stages of planning, implementation, and performance management based on the integrated management system between departments. In the third Basic Plan for the Integrated Management of Dokdo, management principles were established to achieve the goal, and strategies, tasks, and various projects were based on cooperation and participation.
This study is to apply the cooperative planning model which is the only model that can manage modern splitting values and conflict of interest, and promotes creative production to the fourth Basic plan to be established in 2020 and to suggest the improvement of the integrated management system for the success of the Basic Plan for the Integrated Management of Dokdo as a cooperative plan.
For the study, previous studies were reviewed to analyze 14 factors of cooperative planning and to derive four key factors applicable to the Basic Plan for Integrated Management of Dokdo, namely: understanding the diversity of essence and relationships; the structuring and institutionalization of the cooperative ecosystem; developing beliefs to solve problems and achieve goals; and the process of debate(providing information, explaining, critical reviewing, and disputing). Finally, this paper draws several directions for improvements Dokdo Basic Plan in new phase by examining the meaning of cooperative planning as the basic plans have developed from first to third planning period, and by reviewing the way key factors of cooperative planning applied to the third Dokdo Basic Plan. First, to understand the diversity of nature and relationships, it is necessary to understand the details of individual projects, the problems caused by changes in circumstances, and the efforts to respond to them. Based on the understanding of the relationship, categorize each single implementation project in the proper section of the Basic Plan. Second, it is necessary to expand and structure the ecosystem components (organizations) for Dokdo management and prepare a cooperative institutionalization plan considering the relationships and flows between the components. Third, decision-makers should set common critical mind and trust as mid- to long-term goals through discussion and consultation, and give shape the plan with detail targets that can be recognized by individual project body. Encourage belief building activities strategically to induce trust between subjects and even self-organization efforts. Fourth, the consultation procedure should share and explain information on specific issues and lay the foundation for the debating process to make critical review and objection rather than gathering opinions perfunctorily.
