The recent advancement of marine development techniques allows for marine development beyond territorial waters and in exclusive economic zones. However, conflicts and competition can arise among neighboring countries over the use of marine space such when it comes to utilizing marine resources or developing renewable energy, so the process of Transboundary Marine Spatial Planning (TMSP) has been developed to identify and resolve such potential conflicts. This research aims to study TMSP as a means of mediating conflicts over regional marine spatial management and of inducing efficient spatial development. A case study examined the purpose, implementation, and ramifications of TMSP in the North Sea to deduce implications in regard to applying TMSP in the Yellow Sea in the future.
