미국의 환경비용체계에서의 편익이전기법 사용

Abstract

편익이전 기법은 연구 비용 및 시간의 제약이 존재할 때, 기존의 연구결과를 이전하여 사용하는 것이다. 편익이전법을 사용하기 위해서는 기존연구의 대상지역과 적용할 지역의 사회환경적 조건 등이 유사해야 하는 존건이 전제되어야 한다. 만약 이러한 조건들이 충족되지 않는다면 연구의 결과가 바이어스해진다. 편익이전기법이 이상적으로 사용될 수 있는 사례중의 하나가 규모가 적은 유류유출사고라고 할 수 있다.Benefit transfer method is to adopt the result from studies carried out before to new project when budget and time allowed the project are restrict. Basic conditions to use BT technique is to have simirar circumstance such as social and enviromental characteristics between former research area and targeted area. especially, the BT technique suit with use of preliminary research and small oil spill accidents.
