중국 해양정책에 관한 연구 - 정책변화 양상과 영향요소를 중심으로 -

Abstract

중국은 최근 세계 최대 수심의 잠항능력을 보유한 유인잠수정 개발에 성공하면서 해양개발 투자를 포함한 그들의 해양정책이 새삼 주목받고 있다. 주지하는 바와 같이 중국은 세계에서 몇 안되는 사회주의 국가이자 경제성장 중심의 실용주의 표방 국가로 이러한 국가 시스템 전반의 성향은 해양정책에도 많은 영향을 미치고 있다. 1950년대의 해양방위(海防) 측면의 해군중심의 해양전략 위주의 정책에서 부터 경제성장을 뒷받침할 자원에 대한 개발과 보호정책을 거쳐 행정기구의 강화를 도모하는 “해양종합관리정책”의 단계에 이르기까지 중국의 해양정책은 대내·외적 여건에 따라 변화를 겪어왔다. 본 고는 해양자원의 개발과 보호적 측면의 중국 해양정책의 역사적 변화과정과 이들 변화를 이끄는 영향요소, 정책의 기조와 전략 및 특징을 분석하였다. 고찰과 분석은 노즈노어의 연계론적 관점을 바탕으로 정책영향요소와 정책변화 및 기조 간의 인과성 또는 개연성에 주목하였다. 노즈로어의 연계론적 관점에서 볼 때, 중국의 해양정책은 내·외부적 환경요인을 객관적으로 인지하고 평가하여 적극적으로 대응하는 정책환경 투입과 산출의 인과성이 강한 정책기조를 나타내고 있었다. 정책산출에 영향을 주는 요소는 자원환경, 지도부의 인식, 사회·경제적 변화, 인구 등 국가 전반에서 다양하게 나타났다. 또한 단일당 정치체제의 장점인 정책의 일관성 및 안정성을 확보하면서 사회, 경제적 발전을 위한 국가 거시정책과 목표를 같이 하는 유기성을 지니고 있었다. 중국의 해양정책에는 지나친 정부 주도형의 관리로 정책수립과 실제운영 간의 괴리가 발생하고 기구의 중복, 무질서한 집행체계 등에 대한 해결해야할 문제가 남아 있기는 하다. 그러나 해양정책을 결코 해양에 국한된 정책으로 분획하지 않고 육지 정책전략의 연장선으로 두며, 경제, 산업 등의 거시 정책과의 동반적 유기성 도모를 견지하는 일관성 있는 전략은 우리에게 시사하는 바가 크다.

Recently, China marine policy and their marine development investments has been getting attention due to the development of autonomous manned vehicles (AMV). China has maintained as one of a few socialist countries, while turing around for economic growth. This change of orientation has been substantially impacting on the marine policy of the country. From the ocean strategies that focused on the marine defense systems in 1950’s to the current ones emphasizing "marine integration management policy", Chinese marine policy has been evolving in accordance with the dynamics of domestic and international affairs. This paper reviews the historical path of the modern chinese marine policy, and analyze the important factors led to these changes, the keynote, basic strategy, features in China's marine policy. In addition, the study examines the causality or probability among the factors of policy impacts, policy changes and keynotes, based on the perspective of the linkage theory. The output results suggest that China's marine policy has been rooted on the foundation of policy basis and strategy which respond to objective recognition and evaluation of internal and external environmental factors. Chinese marine policy has addressed such factors as resources and environment, leader’s perception, social and economic changes, and population. Moreover, it has been developed as a form of comprehensive policy in line with the issues of natural environment, social environment, supply and demand of resources, and military elements. China's marine policy has appeared to ensure policy coherence and stability, which is an advantage of the unified political system, and to entail closeness to an objective of national macro economic policies for social and economic development of the nation. In China's marine policy, a gap between policy-making and policy-operating occurs due to government-centered management, overlapping agency roles and unregulated enforcement systems. However, consistency of strategy that keeps marine policy as a prolongation of policy strategy, and that adheres to the promotion of closeness accompanying an economic and industrial macro economic policy will contribute to us to a great extent.
