지방자치단체의 대학 연구개발 지원규모 결정요인 분석: 광역자치단체를 중심으로

Abstract

이 연구에서는 대학이 국가 경쟁력과 지역경쟁력 제고를 위한 핵심 요소라는 인식 하에, 광역자치단체를 대상으로 대학에 대한 연구개발 지원규모 결정요인을 분석하였다. 이를 위해 이 연구에서는 문헌검토를 통해 대학에 대한 자치단체의 재정지원 결정요인을 사회･경제 요인, 정치 요인, 문화 요인, 재정력 요인, 자원 간 경쟁요인으로 구분하여 제시하였으며, 각각의 요인들을 중심으로 광역자치단체 별 패널데이터를 구축해 실증분석을 수행하였다. 분석결과를 간략히 요약하면, 자치단체의 대학 연구개발 지원규모에는 ①사회경제적 요인 중에서는 인구변수가 양(+)의 관계를, ②정치 요인에서는 연도 변수가 음(-)의 관계를, ③재정력 요인에서는 재정자립도와 1인당 지자체 총예산 변수가 각각 양(+)의 관계를, ④자원 간 경쟁요인에서는 1인당 중앙정부 R&D 규모가 양(+)의 관계를 갖고 있는 것으로 분석되었다.

We strived to identify what may influence regional governments’ funding on R&D in higher education institutions in their jurisdiction. In the literature review were found five factors, which are socio-economic, political, cultural, financial, inter-resource competition factors. Data was the pooled data on 16 regional governments in the period of 2005 to 2012. For the final analysis we utilized rather a multiplicity of analytic methods for the panel data. Our research reveals that the size of regional government funding to university R&D seems to be a multi-factor phenomenon. The magnitude of regional government university funding was significantly associated positively with the population size in natural logarithm, negatively with the variable, YEAR, and positively with the two local finance variables, financial independence and per capita budget in the natural logarithm. Additionally, the magnitude was significantly positively associated with central government’s R&D funding received by the regional government. There was however found an exception with the cultural factor, and the cultural factor was not statistically significant.
