In the domestic market, fisheries byproducts are already extensively employed as raw materials for a range of applications, including fertilizers, animal feed, food products, health functional foods, cosmetics, and more. Furthermore, various companies within the bioindustry sector have expressed interest in a diverse array of materials, encompassing fish scales, bones, skin, and kelp holdfast, with the intention of utilizing them for bio-materialization. The Fisheries By-products Recycling Promotion Act (hereinafter referred to as FBRPA), enacted in July 2021, establishes a legal framework for the recycling of fisheries by-products. However, it is noteworthy that the Enforcement Decree of FBRPA currently designates only shells from six shellfish species as officially classified fishery by-products, omitting fish and crustacean by-products from this categorization. In this study, we attempted to find the relevant rationale for why fish by-products should be treated as fishery by-product
