Abstract
Meteorological phenomena have affirmative effects on maintaining energy balance globally, but frequently generate meteorological disasters with destructive damages. Meteorological disasters can be divided into meteorological/climatological type, hydrological type and oceanic type according to their origin. The first one includes storm, drought, and extreme weather, the second one includes flood, and the third includes storm surge and sea-level rise. Numerous life and economic damage occur in whole world every year. Recently, necessity to treat meteorological disaster together in the frame of climate change has aroused. It’s because the aspect of disaster becomes complex, various and difficult to predict due to abnormal climate. For example, dangerous disaster generated by flood, typhoon, drought, and extreme weather by abnormal climate happen frequently, and sea-level rise, ice melting, desertification, and yellow sand by global warming also increase the damage. The disaster by the climate change is a serious problem which is related to not only environment, but social and economical problems, national security and public health.
