Abstract
As wetlands are non-market goods, determining the optimal size and price (cost) of replacement wetlands without establishing a market, such as the mitigation bank system in the United States, poses a problem. However, it is possible to calculate the size of the supply and demand for replacement wetlands indirectly. According to the second basic plan for public waters reclamation, the proposed area of reclamation between 2001 and 2011 is 38 km2. Therefore, 38 km2 can be considered the expected size of the demand for replacement wetlands. The expected size of the replacement wetland supply (67.2 km2) can be calculated as the wetland creation rate (1.77) times the expected size of the demand (38 km2). The loss of wetlands owing to reclamation causes negative externalities. The externality problem can be solved by internalizing the external costs into the private costs of the developer. This study uses the costs for making replacement wetlands and the value of the destroyed wetlands as a substitute concept for the external costs this provides a criterion for establishing a fund for replacement wetlands. However, it is difficult to calculate the cost of creating replacement wetlands without standard technical guidelines.
