Abstract
The government made tremendous efforts to improve the deteriorating water quality in Shihwa lake which is an artificial coastal lake building a dikethrough seawater circulation after the dike construcion, discharge of STPs effluent outside of dike, STPs expansion, and artificial wetland formation, but, water quality was not much improved. Korean government and local stakeholder started voluntary approach of Total Pollutant Load Management System(TPLMS) implementation in order to improve water quality which can support diverse water uses and protect environment. Therefore, this study aims to make the voluntary TPLMS implementaion strategy to improve the water quality for the integrated management in Shihwa coastal lake baesd on scientific data analysis and stakehloder committee.of dike, STPs expansion, and artificial wetland formation, but, water quality was not much improved.
