사회복지비 지출비중의 증대가 지방자치단체의 자체사업비 비중변화에 미친 영향 분석

Abstract

이 연구의 목적은 최근 지방자치단체의 재정운영에 가장 큰 영향을 미치고 있는 사회복지비 지출비중의 증대가 지방자치단체의 자체사업비 비중변화에 미친 영향을 실증 분석하는데 있다. 이 연구에서는 각 지방자치단체별 패널데이터를 구축하고, 다양한 분석모형을 적용한 실증분석을 실시하고 결과를 종합하였다. 이 연구의 분석결과를 요약해 보면, 분석모형 간 결과에 다소의 수준 차이가 있지만, 사회복지비는 시, 군, 자치구의 모든 지방자치단체에서 자체사업비 비중을 유의미하게 감소시키는 영향을 미친 것으로 분석되었다. 이는 최근 지방자치단체의 사회복지사업에 대한 폭발적인 증대가 지방자치단체의 정책운영을 왜곡하는 주요 원인이며, 결과적으로 지방자치단체의 정책 자율성에 부정적인 영향을 미치는 요인으로 작용함을 의미한다.

Social welfare expenditure is the most significant impact on the local government fiscal management. This study analyze the impact of the increasing proportion of social welfare expenditure on proportion of local governments’internal project costs. This study use each local governments` panel data for applying the various model. The results of this study show that social welfare expenditure significantly decrease the proportion of internal project costs of local governments-including city, county, and Autonomous District, even though there exist the differences among various models. This means that the explosive growth of social welfare expenditure is a major cause of distortion of local government’s management and acts as a negative impact on the policy autonomy of local government.
