dc.description.abstract The purpose of this study is to formulate various improved working schemes in determining the definition of non-permissible activities to strengthen the practical implementation and operation of the integrated coastal management (ICM) plan for regional self-governing authorities when introducing their ICM regional plan for sustainable coastal zone management and development for coastal zones under their jurisdiction.In this study, non-permissible activities indicate any activities which should be restricted according to the coastal functions of five different sectors in the regional plan for coastal management. The five different sectors are the areas for preservation, areas for semi-preservation, areas for utilization, areas for arbitrated development, and, the areas for encouraged development. One of the primary difficulties in implementing and operating the regional coastal management plan lies in defining the nature of non-permissible activities. Analyses for such problems were carried out without consultation with stakeholders, with unclear establishment of concrete criteria, and, with much difficulties in the operation and implementation. Some recommendations are: first, establish a coastal management committee composed of local representatives to appear on behalf of the general public and allow them to determine the nature of non-permissible activities; second, conduct integrated management of restricted activities defined under other laws and regulations and non-permissible activities under a regional plan within the coastal zones; third, determine non-permissible activities within the areas set aside for preservation; fourth, prepare and provide the necessary legal framework; and fifth, provide guidelines for determining the functions of each coastal district area and any non-permissible activities. -
