한국 원양어업 연관 기업변천사 연구 : (주)남양어망의 사례를 중심으로

Abstract

본 연구는 국내 원양어업 발전기에 번성한 어망 제조사인 남양어망의 기업사 고찰을 통해 한국 원양어업 관련 산업사의 한 단면을 살펴보고자 하였다. 고찰과정에서는 남양어망과 동시기에 존재했고, 현재까지도 건재한 일본의 니찌모의 발전과정을 함께 살펴, 남양어망의 쇠락에 대한 시사점을 찾고자 하였다. 남양어망은 한국의 어망 제조 업계의 선구자로서 1980년대에는 세계 110여 개국에 어망을 수출하였다. 또한 니찌모와의 기술 제휴를 통해 원양어업 어망을 제작하고, 자체 기술개발에 성공하는 등 국내 독보적인 기업이었으나, 2004년 폐업하였다. 반면 남양어망의 자체기술 개발에 많은 영향을 준 일본의 대형어망 제조사인 니찌모는 일본 수산업의 부흥과 함께 크게 번성하여 오늘날 일본의 대형수산 기업으로 자리매김하였다. 남양어망과 니찌모는 같은 시기에 공존한 동종 기업이다. 그러나, 1995년부터 시작된 연안국의 200해리 어업규제와 원양어업의 쇠퇴기를 맞아 추진한 기업 전략은 이들 두 기업의 기업사(business history)에서 다르게 나타났다. 대외적인 환경 변화 등의 요인으로 수산업과 원양어업의 쇠퇴를 맞은 일본 수산업계는 기존 사업영역의 ‘육지화 전략’을 추진하였다. 니찌모 역시 이 전략을 추진하였고, 성공하였다. 그러나 남양어망은 육지화 전략에 실패하였으며, 자사의 독특한 물류체계에 따른 물류비 부담, 개발 비용 등으로 인해 부도를 맞았다. 한때 세계적인 어망 제조사로 부상했던 남양어망은 1970년대~1980년대 한국 원양어업사의 한 편에 기록으로만 남아 있다. 본 연구에서 고찰한 남양어망의 변천사는 한국 원양어업의 흥망성쇠를 투영하고 있다.

In this study, a section of the Overseas fishery industry was examined, focusing on Namyang Fishing Net Co., Ltd. of Korea and Nichimo Co., Ltd. of Japan, which are fishing net makers that flourished during the Overseas fishery period. Namyang is a pioneer in the fishing net manufacturing industry, and in the 1980s, it entered 110 countries around the world and exported fishing nets. Namyang produced Overseas fishing nets such as trawling nets through technology partnerships with Nichimo, and later succeeded in developing its own technology. Meanwhile, Nichimo, a large Japanese fishing net maker, flourished greatly with the revival of the Japanese fisheries industry and established itself as a large Japanese fisheries company today. However, the reason why Namyang, which grew into a world-class company as a large manufacturer of fishing nets and fishing gear, declined was compared with Japan's Nichimo. Since 1995, the fisheries industry has declined due to the 200 nautical miles regulation of each country, and the Japanese fisheries industry has attempted a land-based strategy, and Nichimo has also succeeded in a land-based strategy. However, the Namyang failed to land, and due to the decline of the Overseas fishery industry, the burden of logistics and development costs could not be compensated, and it was bankrupt. In this study, the rise and fall of the Korean Overseas fishery industry was examined through the history of the Namyang. Namyang, which once realized its grand ambitions as a global fishing net maker, remains only a record of one of the Korean Overseas fishery companies in the 1970s and 1980s.
