dc.description.abstract | Establishment of an Integrated Coastal Monitoring Network is needed for the prevention of natural disaster, development of coastal regions, development and management of ocean resources, preservation of ocean environments, and ocean service for the sea based industry. The systematic ocean observation system is needed to produce information on the ocean environmental parameters for various application. An efficient way of providing coastal and ocean environmental information is to establish a well designed coastal and ocean monitoring and prediction system in the Yellow Sea through cooperation between China and Korea. The People's Republic of China and the Republic of Korea share the Yellow Sea and the development, utilization and conservation of this sea are common problems to both countries. The basic information on the coastal and ocean processes that are generated from the open sea and propagate to the local area of interest is essential for the local coastal models to solve various problems in coastal waters. NEAR-GOOS was established in the middle of the 1990s as a pilot programme of the regional GOOS.. It was not easy to secure the required resources from all the participating countries of the NEAR-GOOS for the establishment of a regional ocean observing system. One of the effective ways to implement a cooperative regional observing system is to initiate bi-lateral or sub-regional cooperation programmes between neighbouring countries in the same sub-regional sea by preparing a specific action plan. The establishment of the Yellow Sea Operational Oceanographic System(YOOS) is of common interest to the two countries, which requires a lots of communication and coordination between the two countries. There exists a rather strong coordinating mechanism in ocean science and technology between China and Korea.
