Abstract
Proper report of present state of ocean and coastal environment and its short range as well as long-term climatological prediction are highly desired to help various human activities in the marine environment. The regional cooperation among the countries sharing the same water body is essential in building such operational oceanographic system. NEAR-GOOS has been initiated as a pilot program of UN for such regional ocean observing system in the middle of nineties. However, the progress of the development was rather slow compared to that of other region. More active cooperation among the neighboring countries in this region is necessary for the establishment of operational ocean observing system to be able to fulfill the purpose of the regional GOOS to demonstrate the usefulness of a regional ocean observing system. For more efficient development of the regional ocean observing system, it is suggested that specific action plans need to be prepared for the sub-regional sea rather than dealing with all the regional sea together. Problems in establishing an Operational oceanographic system for the sub-region sea of the Yellow Sea and East China Sea will be presented and discussed and the strategy for establishing the regional ocean observing system through sub-regional cooperation to meet the need of national interest of all the participating countries will be presented for further discussion. In building operational oceanographic system for the Yellow Sea and East China Sea, there are many components of ocean observing system including in situ. observing system, remote sensing, data assimilation, data management and modelling and prediction system. There exist many obstacles for each component to be solved for the successful establishment of ocean observing system for the sub-regional sea, which will be discussed to drive efficient strategy for regional GOOS development in this region.
