공적개발원조(ODA) 규모에 대한 DAC 회원국과 우리나라의 비교연구

Abstract

이 연구의 목적은 다양한 분석지표를 활용해 우리나라 공적개발원조 투자수준이 다른 DAC 회원국에 비해 어느 정도 수준인지를 현재까지 개발되어 있는 다양한 국제비교 지표와, 이 연구에서 제안한 ‘비교지수’를 이용한 분석을 실시하였다. 이 연구에서 채용한 비교지수는 국가간 비교에서 사용되고 있는 다양한 지표들인데, 산술지표로는 ①총 ODA 규모, ②GNI 대비 ODA 비율, ③1인당 ODA 규모, ④정부지출액 대비 ODA 비율을 사용하였고, 비교지수는 회귀분석을 이용해 국가경제력과 국가규모를 통제한 상태에서 도출한 ODA 투자의 기댓값과 실제 관측치를 상호 비교하는 값으로 채용하였다. 분석결과를 간략하게 요약해보면, 산술지표 측면에서 우리나라의 ODA 투자수준은 비교대상 DAC 회원국들에 비해 중 하위권에 머무르고 있는 것을 확인하였으며, 비교지수를 이용한 비교에서는 최근 우리나라가 DAC 회원국의 평균수준에 근접하고 있음을 확인하였다.

The purpose of this study was to analyze current level of Korea"s investment in official development assistance(ODA) compared to other DAC member countries based on various analytical indicators, such as many different international comparison indicators that have been developed to date and the comparison index proposed in this study. The comparison indexes adopted in this study consisted of variety of indicators used for the comparison among countries. For the arithmetic indictors, the followings were used: ① Total ODA scale, ② ODA ratio to GNI(Gross National Income), ③ ODA per capita, ④ ODA ratio to government outlay. For the comparison index, we adopted the value that compared the actual observation value and expected value of the investment in ODA derived in a state where the national economic power and national scale were controlled using the regression analysis. The results of the analysis suggested that Korea"s ODA investment level remained in the mid and lower echelon position compared to the concerned DAC member countries in terms of the arithmetic indicator. Meanwhile, the results of comparison using the comparison index showed that Korea was recently approaching the average level of DAC member countries.
