dc.description.abstract We propose a handoff strategy that helps to minimize energy consumption in heterogeneous wireless networks without compromising the quality of service given in terms of transmission delay and call dropping probability for each mobile terminal. We formulate a handoff problem as a constrained markov decision process. The numerical result illustrates the validity of the proposed handoff strategy.al.
