Abstract
The purpose of this study is to analyze the relationships among demanding factors which are influencing the oceans and fisheries sector budget decision on local government. In this study, the direct demanding factors(the number of fishing boat, fisheries production, fishery population), financial factors(fiscal self-reliance ratio, regional GDP), competitive factors(agriculture and forestry industry budget), and political factors(local elections) were identified as the affecting factors to the oceans and fisheries sector budget.The findings of the analysis show that most factors directly or indirectly influenced the oceans and fisheries sector budget.
