dc.description.abstract Recent advances in the information and communication technology (ICT) have immensely influenced improvements of the ship safety management technology. We can achieve to remotely monitor and control the ships using ship-to-ship and ship-to-shore communication technologies. Through these data communications, ship status information must be shared for preventing the ship-related accidents and strengthening its safety. In the coastal area today, most of ships transmit and receive the data via the wireless communication network based on radio frequency (RF), long term evolution (LTE), satellites and so on. The RF-based and LTE-based networks can be utilized when the communication ranges are about within dozens of kilometre. On the other hand, the satellite-based network covers the entire ocean but its communication costs are very expensive. In this study, therefore, we proposed a cost-effective ship data transfer scheme to guarantee the reliable data transfer as well as optimize the communication cost by adaptively selecting means of network. In the proposed scheme, RF-based and LTE-based networks are selected as a default mode to reduce the communication cost. If the ship enters the radio shadow area, it switches to the satellite-based network mode temporarily to guarantee the data reliability. In the emergency, meanwhile, the satellite-based network mode is consistently maintained without regard to the communication coshore communication technologies.
